I trekked over several days through villages of several ethnicities around Bac Ha, and found that it was the Flowery Hmong women who consistently wore and produced their traditional dress. The other groups I encountered wore what they called “Vietnamese” dress (nondescript trousers and shirt) and kept one set of traditional clothes in the wardrobe for festivals. Traditional baby carriers remained, however.
